request for help/advice for ELF - free/cheap dockage in southern New England?

Many of you will remember Rick Carrion and ELF, the 1888 Lawley half-schooner that Rick and the Classic Yacht Restoration Guild rebuilt over the course of 17 years.

Rick is getting ready to leave for the Wooden Boat Show in Mystic, and I am writing on his behalf to ask for any leads you may be able to provide regarding free or cheap dockage along the transit route (likely Phila - Cape May - Block I - Mystic, but possibly going up LI Sound, depending on the weather).

Also, there's a possibility that ELF will head over to Bristol and Newport, and maybe as far as Boston, if Rick can get free/cheap places to stay, or heaven forbid, even a bit of an appearance fee.
